I would imagine that the dog that started the fight must get punished regardless of the fact that he got hurt. Maybe everyone is so busy feeling sorry for the injured dog while he is bleeding and whining... and yelping that they forget that when he recovers he'll be at it again Well my DOG took exactly four days to stop licking his wounds before he was at it again. He had learned nothing. He was more aggresive than ever. But by now he'd perfected his wounded animal act... After that I secured my territory to keep any dog out!
